Strategic Land Company manages the entire land promotion project on the landowner’s behalf. We select and appoint the appropriate planning and technical advisers, prepare their briefs, coordinate the necessary surveys and evidence, and manage the programme from start to finish. This means the landowner does not have to coordinate or manage a complex, multidisciplinary planning project themselves.

The value of technical work lies in how it is integrated. Our role is to ensure that access, drainage, ecology, landscape, heritage, infrastructure, design and planning evidence support one deliverable strategy rather than being produced as disconnected reports.

Land promotion can involve a large number of specialists. Without central management, consultants may use different site boundaries, development assumptions, survey dates or dwelling numbers. Reports can conflict, work can be duplicated and the masterplan can develop before fundamental constraints are understood.

Selecting the Right Consultant Team

The team is tailored to the site and planning stage. It may include a planning consultant, urban designer, architect, landscape architect, highways engineer, drainage specialist, ecologist, arboriculturist, heritage consultant, archaeologist, utilities adviser, ground engineer, viability adviser and property solicitor.

We consider relevant experience, local knowledge, technical capability, availability, cost and the ability to work collaboratively. The cheapest quotation is not necessarily the best value if the scope is incomplete or the adviser cannot support later stages.

Appointments are made when the work is needed. A Local Plan submission may require a different level of detail from an application or appeal. We avoid commissioning a full application suite before the planning strategy supports that expenditure.

Preparing Clear Briefs and Scopes of Work

Consultant output depends on the brief. We define the site, purpose, planning stage, assumptions, required deliverables, programme and interfaces with other disciplines. Where existing reports are available, we identify what can be relied upon, what needs updating and what should not be repeated.

Scopes are checked for exclusions and dependencies. For example, a highways appraisal may require a topographical survey; a drainage strategy may depend on infiltration testing; and ecology work may be seasonally constrained. These relationships are built into the programme.

Clear briefing also supports cost control. Additional work can be tested against the original scope and the planning need before it is authorised.

Sequencing Surveys and Technical Evidence

The order of work is critical. We normally seek to understand fundamental policy, access and site-control issues before committing to detailed design. Seasonal surveys are planned early enough to avoid an avoidable delay, while intrusive work is commissioned only when justified.

Early technical findings are not treated as final reports to be filed away. They inform the next decision. A landscape appraisal may change the developable boundary; drainage may affect open-space location; ecology may require habitat buffers; and highways work may change the access or site capacity.

By sequencing evidence in this way, the project develops through informed iterations rather than a late attempt to reconcile incompatible reports.

Developing the Concept Plan and Masterplan

The plan is the point at which planning, technical and commercial evidence is brought together. We coordinate the designer and specialist team to establish the developable area, access, movement network, landscape structure, drainage, open space, density, land uses and potential phasing.

At an early Local Plan stage, the plan may demonstrate a credible development concept rather than a fixed layout. At application stage, more detail may be required to support parameters, design principles and environmental assessment.

We test whether the emerging scheme remains viable and marketable. Design quality and deliverability must progress together; a plan that ignores infrastructure or purchaser requirements may not realise the intended land value.

Maintaining One Consistent Evidence Base

All consultants need to work from consistent information. We control the current red line, base plan, development assumptions, dwelling range, access strategy and document versions. Material changes are circulated so reports are not completed against obsolete plans.

We review draft work for conflicts, gaps and unsupported assumptions. The planning statement must accurately reflect the technical findings; the transport evidence must use the same development parameters as the masterplan; and mitigation proposed by one discipline must be compatible with others.

A coherent evidence base is easier for a council, inspector and purchaser to understand. It also reduces the risk of late requests caused by avoidable inconsistencies.

Engagement With the Local Planning Authority

We manage engagement with planning officers and relevant consultees as part of the agreed strategy. This may involve pre-application discussions, Local Plan meetings, responses to consultation, technical clarification and negotiation during an application.

Council comments are considered carefully but not accepted without analysis. We assess whether a request is necessary, proportionate and consistent with the evidence. Where a change is appropriate, we coordinate the team and explain the planning and commercial implications to the landowner.

We also keep a clear record of submissions, correspondence and decisions. This is important if officers change, the project moves to appeal or the eventual purchaser needs to understand the history.

Programme, Budget and Risk Management

We maintain a programme that identifies key surveys, consultation windows, design decisions, submission dates and dependencies. Local authority timetables are not always within the promoter's control, so the programme is reviewed rather than treated as a fixed promise.

Promotion expenditure is monitored against the agreed strategy. Fee proposals and additional work are tested for scope, necessity and timing. We also identify risks such as seasonal survey delay, third-party access, infrastructure capacity, policy change or an unresolved technical objection.

The purpose of risk management is not to remove all uncertainty, which is impossible in planning. It is to identify issues early enough to make an informed decision and prevent avoidable cost or delay.

Quality Control Before Submission

Before a formal submission, we check that the document set is complete, internally consistent and directed to the relevant planning tests. Plans, reports and forms are reviewed against validation requirements and the strategic case.

We consider whether the evidence explains deliverability, not merely technical possibility. Where mitigation is proposed, the land, cost, timing and responsibility should be understood. Where a conclusion depends on further work, the next stage must be clear.

This review reduces the risk of a submission being delayed by missing information or weakened by avoidable contradictions.

Managing Further Information, Amendments and Appeals

Planning work often continues after submission. We coordinate responses to consultation comments, requests for further information, design amendments and proposed conditions or obligations.

If the authority refuses permission or does not determine the application, we organise the evidence needed to assess an appeal. The decision is based on prospects, programme, cost and the planning balance rather than an automatic assumption that every refusal should be challenged.

Where a revised strategy offers a better route, we coordinate that work and preserve useful evidence from the previous stage.

Preparing Information for the Land Sale

The technical project also supports the eventual sale. Purchasers require reliable planning, access, drainage, utilities, title and abnormal-cost information before they can make a firm offer.

We organise the project records into a structured data room, identify missing or outdated material and prepare consistent responses to bidder enquiries. This can reduce contingency deductions and allow offers to be compared on a better-informed basis.

Our involvement therefore continues beyond planning determination. The evidence must remain usable through marketing, legal due diligence and completion.

How the Landowner Is Kept Informed

We provide consolidated updates rather than passing on a stream of unexplained technical correspondence. Reports identify what has been completed, what the evidence means, what decisions are required and what happens next.

Material changes to the planning strategy, development concept or expenditure are dealt with under the approval arrangements in the Promotion Agreement. The landowner remains informed without having to manage the consultants directly.

Where the landowner has relevant knowledge, operational requirements or retained-land objectives, those are built into the brief so the promotion does not develop in isolation from the ownership.

Community Engagement and Public Consultation

Where engagement is appropriate, we coordinate the planning and technical team so the material presented to local residents, councillors and stakeholders is accurate and consistent with the emerging proposal. Consultation should inform the project rather than operate as a separate publicity exercise.

We identify the questions that can genuinely be influenced, prepare clear plans and explanations, record responses and distinguish local preferences from technical or policy matters that require specialist analysis. Where concerns reveal a practical issue, the design team considers whether a proportionate change can improve the scheme.

Feedback is not treated as an automatic instruction to remove development or accept every requested amendment. We assess it alongside planning policy, evidence, landowner objectives and deliverability. The resulting consultation record explains what was raised, what changed and why other aspects were retained.

This coordinated approach supports transparent decision-making and prevents the planning statement, consultation material and technical reports from presenting different versions of the proposal.

Connecting Planning Evidence With the Commercial Outcome

Technical decisions can have a direct effect on land value. An access solution may require third-party land, a drainage strategy may reduce capacity and a planning obligation may transfer substantial infrastructure cost to the purchaser. These issues cannot be managed solely as report-writing exercises.

We maintain the connection between the consultant team and the commercial appraisal. Material findings are translated into their likely effect on developable area, programme, purchaser risk and net receipt. Where there are alternative solutions, the team compares planning acceptability, cost and long-term deliverability.

This does not mean planning evidence is altered to reach a preferred valuation. It means the evidence is understood early enough for the design and strategy to respond honestly and efficiently. The result is a planning case that can withstand scrutiny and a sales package that purchasers can price with greater confidence.

Can I keep using consultants I have already appointed?

Potentially. We review the existing appointment, scope, evidence and suitability for the next stage. Useful work should not be duplicated, but it may need updating, rebriefing or integration with the wider team.

How many consultants will my site need?

There is no fixed number. The team depends on the planning route, scale and constraints. We appoint only the disciplines needed for the current stage and add further expertise when the evidence justifies it.

Who is the consultant’s client?

Under our normal promotion model, Strategic Land Company appoints and manages the consultants as project client. The precise contractual arrangements depend on the agreement and appointment.

Will I receive copies of reports and plans?

The reporting and document-access arrangements are set out in the Promotion Agreement. We keep the landowner informed and provide the material needed for advice and important decisions.

What happens if consultants disagree?

We identify the source of the conflict, test the assumptions and coordinate a resolution. The masterplan or strategy may need to change, but the decision should be based on evidence and deliverability rather than allowing incompatible reports to remain unresolved.

Do you manage the project after planning permission?

Yes. We review the permission, organise the planning and technical information for marketing, respond to bidder enquiries and coordinate the sales process in accordance with the Promotion Agreement.
